He graduated in 1973 from the Rostov Civil Engineering Institute with a degree in Industrial and Civil Engineering.
From 1973 to 1974, he worked as a senior engineer for technical supervision of the Capital Construction Management of Georgia Sovprof for Abkhaz SSR.
From 1975 to 1976, he was an engineer-economist at the Gruzkurortremstroy Enterprise.
From 1976 to 1992, he moved from senior engineer of technical supervision to chief engineer of the Department of Capital Construction of Abhazoblsovprof.
In 1992, he became Deputy Chairman of the Board of Directors of AO Torgovyy Dom Koraks+.
From 1992 to 1993, he was Deputy Director for Management of the International Financial-Investment and Trade-Industrial Association TEPKO-M.
From 1993 to 2000, he held the positions of Executive and then General Director at ZAO Stroyinvest.
From 2000 to 2003, he was head of the Capital Construction Department of OAO NGK Slavneft.
From 2003 to 2006, he worked as Vice President for Capital Construction of OAO NK RussNeft.
From 2006 to 2009, General Director of OOO Frame Company.
From 2010 to 2011, General Director of Atlant Stroy City.
Since 2011, he has been Deputy Director General for Capital Construction at AO NK Neftisa.

In 2001, Chatov was honored with Acknowledgement from the Ministry of Energy of the Russian Federation.
In 2014, he was honored with Acknowledgement from the President of the Russian Federation.
